Mentally/Handicapped Children are permitted to be member of ECHS for life. Eligibility conditions for grant of ECHS membership in respect of such children have been stipulated vide Para 3(e) (i) to (iii) of our letter under reference. However, few ESM are finding it difficult to get the disability certified by a Service Classified Specialist especially those who retired prior to inception of ECHS.
